I'm gonna go with false. My reasoning while I think the 16% can vary give or take a point something to keep in mind is that something takes up the other 79% and while the alveoli won't process it that doesn't mean it still doesn't take up space preventing more oxygen from being processed when being inhaled. Now if you make that other 79% oxygen then the alveoli will use up more then 5% of the oxygen inhaled.
